Default boating regs/etiquette

What do the laws say about cruising past a non-moving boat, i.e. one that is fishing? Is there a minimum distance? A no-wake rule?

What about going past boat docks?

Regulations aside, what would be your standards of etiquette in these situations?

If two boaters are fishing, how far apart should they stay?

More importantly, is it going to be too cold to fish this weekend?!!
