Default Wind speed and seas

Just out of curiosity, and the info for someone a bit ignorant of ocean navigation, is there any general relationship between wind speed and sea/wave size? Ie, does 10mph sustained winds produce 3, 6, 8 ft seas?


Likewise, when you use the term "5 foot seas" does that mean 5 feet from the crest of one wave to the very bottom of the next wave (ie, the peek-to-peek on a sine wave) or does 5-foot mean waves 5 feet higher than the standard sea level?
