Many of the solid soft plastic frogs will do the same underwater. Once you get it going fast enough to be on the surface, it should stay in one position (often upside down). I reel fast enough to keep them on top like a buzz bait. Keeping the rod tip up may keep the nose of the bait elevated and help keep it from spinning on the way back. Also, if you can get it to rig with a little bow in the belly, that will help act as a keel.
