Default Fuel Tank Problem

Another newb question. My boat has an internal fuel tank and the cap, no matter what I do, will not come off. I can see no evidence of corosion that would cause it to stick. Now there are three screws holding the assembly in place. If I take it off to try and unstick the cap is there something underneath that could cause a problem?
