Exclamation N.c. Waterfront Access Study Committee Meeting Notice

RE: Notice of Nov. 20, 2006, Committee Meeting

The Waterfront Access Study Committee (WASC), as promulgated under N.C. Session Law 2006-248, Part XLV, will meet at 10:30 a.m. on Monday, Nov. 20, 2006 in the Soundside Room of the N.C. Aquarium at Pine Knoll Shores, 1 Roosevelt Blvd., Pine Knoll Shores.

The Aquarium is five miles west of Atlantic Beach. (From N.C. 58, turn on Pine Knoll Boulevard at the stoplight, Milepost #7. Turn left onto Roosevelt Drive. Signs along U.S. 70 and N.C. 58 point the way.)

Potential agenda items for the Nov. 20 meeting include:

1. Committee member introductions.

2. Review of Sept. 26 Committee meeting record and activities accomplished since that meeting.

3. Review of information received from Committee members and the public relating to access trends, diversity-of-use trends, development trends, and tax assessment/rate trends in coastal North Carolina.

4. Overview presentation of the access/working waterfront issue in North Carolina, and exemplar efforts in Maine and Florida to address the issue.

5. N.C. Coastal Resources Law, Planning and Policy Center presentation on incentive-based tax and land-purchase approaches and management tools relative to North Carolina.

6. Discussion of potential alternative approaches/solutions to include in a draft report.

7. Other matters related to the charge, duties, and purview of the Committee.

8. Discussion of potential format, venue, nature and timing of the next full Committee meeting.

NOTE: The Nov. 20 session is a working business meeting of the Committee, and time may not allow for statements from persons not included in the meeting agenda. The meeting is open to the public, but seating will be limited. Those wishing to make public comments before the committee are encouraged to attend the three (3) meetings to be held along the North Carolina coast in February and/or March 2007. These meetings, as set by law, will be for the specific purpose of soliciting and hearing comments/reactions by the public to the committee’s draft report and recommendations.

In the interim, commentary, reports, or other materials from any/all parties can be submitted for Committee consideration via e-mail (waterfronts@ncsu.edu), or via postal mail (WASC c/o North Carolina Sea Grant, NCSU, Box 8605, Room 100C, 1911 Bldg., Raleigh, NC 27695). If submitting via postal mail, please provide 25 copies to expedite its distribution to, and consideration by, the full Committee.
