Question Kayak Regulations for Coastal Waters?

Can anyone tell me if you have to have running lights on a kayak in coastal waters? I know in fresh water the only requirement is that you have to have a flashlight to signal boats that are coming close. I have searched the web the best I can and can't find anything concrete. I'm planning on heading out around 6am and wanted to be sure I followed the rules. I will have a flashlight and an air horn but I wasn't sure if I needed running lights at 6am. Thanks.
