Stanleys Ribbit Frog

I bought a pack of pre-rigged ribbit frogs today because i couldnt find a pack that wasnt rigged. every retrieve the frog would just spin around and around. I couldnt get it to stay upright. And i thought it was supposed to float but it takes some speed to get it up top
any help?
