low water/crappie spawn

Last year during the spring I mostly fished submerged willow trees near the bank, probably 3-5 feet of water. With water levels low this year, any ideas on strategies for the spawn? I fish Kerr Lake, but I imagine many NC reservoirs have a similar situation.
