Minnow trap question

4. Minnow traps under immediate control and attendance of the
operator and not exceeding 12 inches in diameter, with
funnel openings not exceeding 1 inch in diameter.

Does this mean you cannot set out a minnow trap and come back later to see what is in it?

It reads to me you have to constantly be at the trap all the time it is in the water, you cannot leave for a few hours and come back.
