I believe they were legalized to remove non native blue catfish from eastern NC

"White reported that the Warm Water Fisheries Committee discussed the practice of hand crank electrofishing, which is allowed by local legislation passed by the General Assembly. North Carolina is the only state that allows this type of fishing. The Commission voted to approve the recommendation of the Committee that the WRC does not support nor endorse hand crank electrofishing as it is not a sport fishing activity and does not fit within the mission of the agency."
