Salt water fishing license

Part 1:From what I've been able to learn, the bill was passed requiring anyone fishing in NC salt water to have a license, but there will be a one year grace period...so you aren't actually required to have this license until 1/01/07. Is this accurate? Part B: I've also been told that until January 20th, salt water fishermen can purchase a lifetime salt water license at a "greatly reduced price". Is this accurate?
