When you are under power the tilt is fighting the thrust of the motor to raise, so either it does not have enough force in the tilt cylinder or the relief valve is bad. There is a relief that bypasses fluid when you reach the end of the cylinder stroke, it could have too low of a setting or could be partially open due to contamination. This is where I would look first.
