I have several 2 pc. rods with broken beyond repair uppers. Where can you get just uppers or make one from scratch to fit the bottom?

Unfortunatley, you don't have many options. If you can purchase the blank then you could buy a whole new blank and rebuild the top half. That is expensive so unless they are high end rods then you are better off throwing them away and buy new ones.
