It's not so much a time of day thing as it is a win thing you want a wind blowing out towards the sound if you can find it. Because it will carry the scent and oils from your cut bait out toward the sounds and pull the fish in
i have not thought about the scent and the wind always thought about the lee shore(being the rough shore,where the waves are larger) windward shore where the wind is coming from. Bait fish are blown to the lee shore. (sailing terms). oil does rise to the surface and follow the waves. Think like a fish. Good advise
