2 hook bottom rig with fresh shrimp
Fish right behind the breakers on high tide. Watch the beach at low tide and find a slough - a trench running parralel to the beach thats exposed at high tide. Fish that slough once the tide comes in.

FishinCary is spot on. If you head to the Kure pier, take a lightweight plugging rod and fish the end of the pier (right side) in the corner for blues and spanish (Chartreuse Gotcha plug with orange head is deadly). A couple surf fishing spots I like are the public access across from H ave in Kure Beach, and the drain pipe in Carolina Beach right across from Ocean View Ave.
