Don't know any mechanic in that area however I have had that problem among others on motors. With something like that it always turned out to be fuel related. First thing I would do is the basics...make sure the tank, fuel line and filters are clean and fully operational and it has clean gas. Next thing would probably be remove the carbs and clean them throughly, installing a rebuild kit which should include needle tip, needle seat, O ring for jets etc... Also, just for kicks, do a compression test just to make sure you are working with a solid powerhead.
There are alot of guys on here who are way more inclined then I, so standby for better advice. Good luck man
More than likely fuel related especially if it's been sitting up and the gas was never drained out of the bowls.
Al ways check the fuel line. Make sure the bulb is staying firm, If it's not you have an air leak in the fuel system some where or a faulty bulb.
Sound advice. If in doubt replace the fuel lines from tank to carbs.

As far as rebuilding carbs, it is a daunting task to someone who has never had experience but it is a rather easy endeavor. Tons of videos/walk through s available online.

May be a good idea to swap out all the fuel lines if you are running ethanol. It might not be a problem now but it will.
Marine rated fuel line only, rated for ethanol.

Some folks say you can go to the parts store and get fuel line cheaper. You can but I don't.
Marine fuel line is made to a different standard. It has a fire retardant built into it. USCG approved.
I have only used ethanol free gas in it......However I was deployed for seven months and my ex wife did not start it all. I ran a fuel treatment through it. I think im going to replace the fuel filter, the water separator. Does this motor have a carb on it? I thought it was fuel injected.
Daves Marine, Shell Rock Landing 3.5 miles from Triangle Outpost gate.
Letting one sit that long with todays junk gas even non ethanol is a big no no. What year is it? If it has carbs they need to be disassembled totally and everything soaked and cleaned. Change filter too. Not necessary to rebuild them with new kits as long as you can get them apart without tearing the gaskets, just clean them thoroughly and blow every little port out well with compressed air.
