have the shad started their river runs yet? particular the tar river near rocky mount. If not, shouldn't they begin soon maybe in a week or two? are shad darts and spoons the bait of choice with a light weight spinning reel and rod?

Not sure if they have started up on the Tar yet but a few have been caught in the Neuse. Hard to go wrong with shad darts and spoons.

Is the area near Castle Haynes on the Cape Fear any good for Shad runs?

That would be the North East Cape Fear River in Castle Hayne. I'm not sure but you will find plenty at Lock & Dam #1 on the Cape Fear River itself.

Lock & Dam #1 is just northwest of Rieglewood on Hwy 87 and near East Arcadia. It's on SR 1734 (Lock #1 Rd.) off of HWY 87. There is a boat ramp and small park at the dam. Plenty of parking too. Attached is a sattelite image with some pointers.
