Striper size limit?

Should the statewide freshwater striper size limit be increased from 16 inches to 20 inches?

that would move you from 2yr old to 3yr old fish. I wouldn't have a problem with it. But females do not spawn until their 4th or 5th year and males mature in their 3rd. so all those caught are pre spawn ages, based on what I am reading here ... http://www.dfg.ca.gov/fish/Resources/Striped_Bass/Biology.asp

I don't have an opinion on the size limit, the thing I don't get is why they don't allow hybrids to be taken from the Cape Fear. Seems like that would only help the striper population.
You can keep stripers above Buckhorn Dam on the Cape Fear, but not on the rest of the Cape Fear and its tributaries.
